A Letter from Karen Madison, Cowley County Clerk, April 13, 2020

Karen Madison, Cowley County Clerk, will be mailing to all active voters a letter and two applications for advanced voting. One is for the August 4, 2020 Primary Election and the other is for the November 3, 2020 General Election. Due to the current Covid 19 pandemic, I think it is important for me to offer to all active voters the opportunity to request a ballot mailed to their home for both elections. The polls will still be open and in person advanced voting will still be an option. There are many unknowns at this time, and as your Election Official it is my responsibility to plan the election with the safety of the voter in mind and maintain easy access to voting. I am hopeful the situation is well under control by the time
Kansas has our elections and we can proceed with business as usual. We will process the applications and begin mailing ballots out 20 days before each election. Postage will be paid for all ballots returned through the mail and a drop box has been installed outside the South Annex in Winfield with plans for a drop box in Arkansas City. At this time, the State of Kansas is not moving to an all-mail ballot election and current law does not allow for a candidate based election to be conducted only offering mailed ballots.
